SUMMARY
-
This position assists the Executive Director in the entire operation of a 48-bed short-term residential facility comprised of two distinct populations: Secure Detention for alleged/ delinquent youths and the Shelter program for dependent and delinquent youths. Responsible for the supervision of the Secure Detention Administrator, Caseworkers / Administrators, Shelter Administrator, Training Coordinator, Medical Department and Operations Administrator. The Deputy Director reports directly to the Executive Director and is responsible for interpreting and implementing the Department of Human Services licensing guidelines and regulations. This person must be familiar with the Child Protective Service Laws, JCJC Secure Detention Standards and the Juvenile Act.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Assists in the Supervision and review of the daily operations of the Youth Center.
- Reviews work performances of each Youth Center employee including annual evaluations.
- Helps resolve crisis situations and unique problems beyond the scope of supervisory personnel. Assists the Executive Director with the Pennsylvania Department of Human Services in maintaining regulations and licensing guidelines. This includes reviewing case files, personnel records and operations of the facility.
- Meets with parents, court personnel, and others regarding agency and residents when necessary to resolve conflicts.
- Assists in developing and implementing programs and policies for the Secure Detention, Shelter, Medical, Educational, Food Service and Maintenance Divisions.
- Reviews each department's budget and ensures that it functions within limits and is determined to be appropriate for staffing.
- Ensures the facility is operated in conformity with applicable federal, state, and local statutes, ordinances and regulations.
- Ensures the safety and well-being of the residential populations.
- Provides direct supervision and oversight to the Caseworkers / Administrators, Training Coordinator and Medical Department.
- Functions as an On-call administrator.

- Considerable knowledge and ability to manage a juvenile residential center for secure and non-secure youths.
- Must be knowledgeable and up to date with current state and federal regulations regarding secure detention and child residential facilities, including, but not limited to, the Child Protective Services Act, Pa. Juvenile Act, and the Pa. Department of Human Services Regulations, etc.
- Ability to develop policies and procedures and review annually for review and revision.
- Ability to supervise professional and non-professional staff.
- Ability to conduct meetings and communicate effectively with other juvenile justice officials and authorities.
- Ability to maintain harmonious relationships with public, employees and interdepartmental personnel.
- Must possess a professional demeanor and have good moral and ethical character.
DESIRABLE PREPARATION FOR WORK - Must have a minimum of a master's degree in social sciences or public administration and have 10 years of successful progressive administrative experience in the juvenile justice system.
- Must have criminal record check, child abuse, FBI clearance and drug screening prior to employment.
- Must have a physical examination report from a licensed physician prior to employment.
