Senior Grants Manager - Virginia Remote

IEM is looking to bring on a Full Time Senior Grants Manager to lead federally funded programs, ensuring compliance with all regulations and timely delivery of project goals. This role includes oversight of subrecipients and serves as the primary client contact, supporting team productivity and deadlines. The Senior Grants Manager will manage the full grant lifecycle-from policy development and application intake to construction management, implementation, monitoring, and closeout. Additional duties may be assigned as appropriate to the role.

Primary Location:



  • Preference will be given to candidates who reside in Virginia.
  • Candidates may reside outside of the Commonwealth of Virginia but must be able to travel to VA when needed at a program office location.


Travel Requirements:



  • This position may require travel to complete work assignments or attend meetings.


Essential Functions:



  • Lead team members and build collaborative processes with the client, multiple state agencies, qualifying communities and all stakeholders.
  • Establish and monitor project timelines, budgets, and performance metrics to ensure successful delivery and compliance with state agency and program guidelines.
  • Remain current and knowledgeable of active VA Helene recovery programs, including funding, plans, and implementation policies and procedures.
  • Attend stakeholder meetings to include internal and external governance, committee meetings and workgroups as necessary.
  • Facilitate regular meetings with stakeholders to ensure proper project management and spending of all available funds.
  • Provide training, technical and administrative guidance on all work requirements and methods, executing applicable regulations and award terms and conditions.
  • Prepare and/or review information and reports for internal and external stakeholders.
  • Develop and/or review and modify policies and procedures across all grant life cycle processes in accordance with government regulations and organization needs and objectives.
  • Create effective monitoring tools to ensure compliance with all grant life cycle processes and develop subrecipient monitoring procedures that are compliant with federal and other applicable regulations and consistent with sound business practices.
  • Perform grants management duties to manage and monitor subawards, subrecipients and projects.


Minimum Qualifications:



  • Experience: Five (5) years of experience with federal or state grants management and demonstrated experience ensuring compliance with local, state, and federal rules and regulations.
  • Three (3) years of experience with managing staff and high-performance teams.
  • Degree: A bachelor's or master's degree from an accredited institution in project management, accounting, finance, management, business or public administration, legal or closely related field
  • Demonstrate strong leadership and managerial abilities, including providing staff training, building accountability, excellent communication skills and commitment to teamwork and excellence in responsibilities.
  • Experience or Degree Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.


Preferred Qualifications:



  • Knowledge of Commonwealth of Virginia disaster recovery programs related to Housing, Infrastructure, and/or Mitigation programs.
  • Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
