IEM is hiring a Full-Time Grants Manager to oversee federally funded projects, ensuring compliance with federal, state/territorial, and local regulations. This role includes managing subrecipients throughout the entire grant lifecycle-from policy development and application intake to implementation, monitoring, and closeout. Responsibilities may extend beyond listed duties if related or appropriate to the role. Primary Location:
- Preference will be given to candidates who reside in Virginia.
- Candidates may reside outside of the Commonwealth of Virginia but must be able to travel to VA when needed at a program office location.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Facilitate regular meetings with subrecipients/stakeholders to ensure proper project management and oversight of all available funding.
- Provide training, technical and administrative guidance to local jurisdictions/ subrecipients on work requirements, executing applicable regulations and subrecipient award terms and conditions.
- Prepare and/or review information and reports for internal and external stakeholders.
- Assist with the creation and management of project budgets.
- Maintain a working knowledge of all policies and procedures across the grant life cycle and provide support/recommendations for improvements when needed.
- Oversee approval of funding agreements to ensure documentation and reporting requirements and timelines are met.
- Conduct reviews for all requests for payment, including procurement action reviews, invoices and supportive documentation, to ensure compliance with contract terms.
- Perform quality control reviews of program documents including policies and procedures and closeout information to assure quality and program compliance.
- Review and monitor project schedules to ensure timely progress and supervises program closeout.
- When necessary, engage support teams to assist with jurisdiction training and reviews such as engineering, environmental, marketing, accounting, and construction management.
- Conduct, review and update necessary risk assessments.
- Monitor program compliance with state guidelines and regulations and through site visits, desk reviews, and audits using program-developed tools and processes. Recommend corrective actions when necessary.
Minimum Qualifications:
- Experience: Three (3) years of experience with grants management and demonstrated experience ensuring compliance with local, state, and federal rules and regulations.
- Degree: An associate and/or bachelor's degree from an accredited college or university in project management, accounting, finance, management, business or public administration, legal or closely related field.
- Demonstrate strong organizational and administrative competencies, including providing training and technical assistance, exceptional record keeping, scheduling and task tracking abilities, excellent communication skills and commitment to teamwork and excellence in responsibilities.
- Experience and Degree Substitution: A master's degree from an accredited institution in a qualifying field may substitute for one (1) year of the required experience.
- An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
Preferred Qualifications:
- Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
- Knowledge of Commonwealth of Virginia disaster recovery programs related to Housing, Infrastructure, and/or Mitigation programs.
