About the Department and/or College

The Texas Tech Institute for Small Business (ISB) is one of Texas Tech University's economic development departments. ISB has several small business technical assistance programs that work effectively with economic development partners, government entities, and lenders throughout our 117-county region to start, grow and expand small businesses in Northwest Texas. The ISB is part of Texas Tech's outreach efforts to support community entrepreneurship and innovation. The ISB has expertise in manufacturing, procurement, and business development, which helps entrepreneurs start and grow businesses, create jobs, increase sales, provide access to capital/funding, and provide customized training on relevant business management topics, such as cybersecurity, marketing and profitability.

Major/Essential Functions

Financial Oversight & Compliance

  • Oversee all financial activities related to ISB grants and sub-awards
  • Ensure compliance with federal and state regulations, including 2 CFR 200
  • Manage budgets, modifications, and reporting across multiple fiscal years
  • Maintain accurate records for purchasing, payroll, and program income
  • Review and validate financial reports submitted to federal funding agencies
Budgeting & Operational Support
  • Prepare and submit budget and cost proposals for ISB grants
  • Develop monthly and quarterly financial reports for individual centers
  • Oversee cost share documentation, payroll allocations, and TTU budget preparation
  • Review travel vouchers, procurement logs, TechBuy requisitions, and deposits
  • Support general purchasing with attention to accounting and budgetary compliance
Strategic Collaboration & Customer Service
  • Coordinate with internal departments and external partners for audits and reporting
  • Provide financial planning support to program directors and grant managers
  • Foster a customer-focused approach in all financial interactions
  • Promote teamwork and shared accountability across institutions
  • Travel occasionally to partner campuses and program sites

Required Qualifications

Bachelor's degree and four years of experience developing or managing programs or projects. Additional job related education may be substituted for the required experience on a year-for-year basis.

Preferred Qualifications


  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field
  • Experience with federal grant compliance and reporting
  • Proficiency in budgeting, reconciliation, and financial reporting
  • Strong organizational and analytical skills with attention to detail
  • Effective interpersonal, communication, and customer service skills
  • Demonstrated ability to work collaboratively in a team environment
  • Familiarity with university financial systems such as Banner and Cognos
  • Knowledge of federal regulations governing grants, particularly 2 CFR 200
  • Prior experience managing grants in a university or multi-institutional setting
