ANALYGENCE is seeking an Acquisition & Assistance Specialist to join our team supporting USAID. The A&A Specialist ensures compliance with USAID and federal acquisition regulations, contributing to the design, negotiation, award, and administration of acquisition and assistance instruments. This is a fully remote position supporting USAID Contracting/Agreement Officers (COs/AOs) performing duties primarily associated with negotiating termination settlements with implementing partners located worldwide.



  • Support the planning of the termination settlement proposal review process of all terminated USAID contracts, grants, and cooperative agreements.
  • Draft and review acquisition and assistance documents, including solicitations, negotiation memoranda, award packages, modifications, COR/AOR files as part of the termination settlement process.
  • Review for sufficiency termination settlement proposals. Communicate with implementing partners on addressing deficient proposals. Ensure compliance with FAR, AIDAR, ADS 300, and other relevant USAID policies and guidance.
  • Advise on terminations for convenience or default of contracts, grants, and cooperative agreements, Government to Government, Title II, Interagency Awards (IAA), and Public International Organizations (PIO). Individuals must have demonstrated abilities to assimilate and apply knowledge on all types of award mechanisms quickly and efficiently.
  • Seek technical team advice from technical team representatives as needed. Initiate audit requests with the USAID Cost, Audit and Support Division (CAS). Participate in and support the Contracting/Agreement Officer on negotiating termination settlements. Provide technical assistance to staff and partners on relevant USG/USAID A&A policies and procedures.
  • Must successfully complete government background investigation for facility access or public trust prior to start.
  • Must be able to support/work core hours of 1000-1500 Washington DC time regardless of remote location.
  • Certification: FAC-C Professional certification is required.
  • Education: Bachelor's degree in Business Administration, Public Administration, Law, International Development, or a related field.
  • Experience: Minimum 5 years of progressively responsible experience in federal acquisition and assistance, with at least 2 years directly supporting USAID A&A operations.
  • Knowledge of FAR, AIDAR, and 2 CFR 200; experience preparing procurement documents and conducting cost/price analysis; strong writing and communication skills; ability to work independently in a remote setting.
  • Capability to quickly assimilate new information and become proficient in topics for which they may not have knowledge, e.g. Government to Government, Title II, Interagency Awards, and Public International Organizations.
  • Demonstrated knowledge in USAID systems including but not restricted to GLAAS and PHOENIX.
  • Excellent written and verbal communication with the ability to work independently in a virtual team environment.
  • Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
