If so, we invite you to apply for the Project Management Office (PMO) Section Supervisor, role in the Information Technology Services Department (ITSD).

As the Section Supervisor of the PMO, you will lead a talented team of approximately 10 IT project managers responsible for planning, executing, and delivering large-scale infrastructure, cybersecurity, and enterprise application projects. You will also oversee the department's project portfolio, aligning delivery with organizational priorities.

As a Section Supervisor, you will:

  • Lead and develop a high-performing team of IT project managers by providing mentorship, setting clear expectations, and fostering a culture of accountability, collaboration, and continuous improvement.
  • Oversee and manage a IT project portfolio, ensuring initiatives align with enterprise goals, deliver value, and support long-term business and technical strategies.
  • Evolve project management practices by championing the use of tools and methodologies such as Smartsheet, Agile, and PMI-based approaches that promote consistency, efficiency, and quality across all IT initiatives.
  • Partner with IT leadership, sponsors, and stakeholders to resolve challenges and provide leadership with actionable insights and drive resolution of escalated issues and cross-project dependencies.
  • Ensure quality and consistency in project execution by developing and enforcing standards, processes, and reporting frameworks.
  • Represent the section as a member of the Program Office (IPO) leadership team and contribute to broader ITSD management discussions and initiatives.
  • Project Management Lead IT projects from inception to deployment
  • Time allocation: 20 - 30% section supervisor, 20-30% portfolio management and 40 - 50% project manager

Qualifications

You meet our minimum qualifications for the job if you...

  • Hold a Bachelor's degree or have equivalent professional experience.
  • Hold a PMP or comparable project management certification.
  • Have 7+ years of experience delivering enterprise-scale IT projects, including infrastructure, cybersecurity, or applications.
  • Have 3+ years of experience managing or leading teams, with demonstrated success mentoring staff and developing talent.
  • Have a proven track record in project portfolio management, resource planning, and prioritization of cross-functional initiatives.
  • Are a strong communicator, able to tailor messaging for executives and technical staff.
  • Are skilled at navigating ambiguity and managing risk while maintaining focus on long-term objectives.
  • Are proficient in project management tools (e.g., Smartsheet, MS Project) and familiar with both traditional and Agile delivery frameworks.
  • Hold an active Secret security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Have experience managing a team of project managers within a matrixed or enterprise IT environment.
  • Have experience maturing a PMO or project governance framework within a complex or mission-driven organization, demonstrating measurable improvements in project delivery, portfolio alignment, or stakeholder satisfaction.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
