The Highway & Roads Market Sector-Within the Transportation Business Group - is our largest business line. This reflects that fact that we work for state and local departments of transportation and similar clients in each of the 50 US states and in Canada, Australia and the Gulf Arab States. In 2023, Engineering News Record ranked HDR fifth in size of business in both the Transportation and Highway categories. We have approximately 3500 employees in this Market Sector spanning the range of services from transportation and environmental planning to design of roadways, structures and management systems to construction management and inspection and finally on to asset management and operations assistance.

The H&R Market Sector is composed of a multi-layer organization to drive business development while at the same time defining and implementing key initiatives for growth, coordinating best practices and quality professional services, and projecting the HDR brand in the marketplace. Specific attention is required to engage the wide spectrum of employees throughout the Market Sector while at the same time developing and reinforcing the image of HDR across our clients and markets. These steps are especially important as our industry transitions to smart vehicles/smart infrastructure and the public sector develops a broad range of partnerships with the private sector. HDR must continue to be recognized as a leader of this transition and the Market Sector will play a key role in achieving that goal.

Primary Responsibilities

The South Central Region Transportation Business Group needs a South Central Region Highways Market Sector Lead with a known reputation with DOT's and the area municipalities and counties. This role would support business development and project delivery. Approximately 50% of this role would be focused on S. Central Region projects pursuits and business development. The other 50% will support the Highways & Roads Market Sector elsewhere in HDR.

The ideal candidate will have at least 15 years of DOT and/or Local Government Agency experience.

The South Central Region Highway Market Sector Lead will facilitate the development and implementation of business strategies across the South Central Region in coordination with Business Group leadership, operational leadership, client managers and business class directors. Responsible to the H&R MS Director, the H&R Market Sector Lead creates and monitors frequent and regular communication across the South Central Region to implement the strategic and operating plans for the market sector. Specific responsibilities include:

1. Promote the marketing and delivery of all HDR services to clients within the South Central Region working with our client managers.

2. Work with the Central Region Business Group Manager on development and delivery of market sector initiatives.

3. Work with the central region client development leaders to drive client development and pursuit processes based on proven capture techniques.

4. Support selected central region pursuits through client relationship development and/or through development of strategy and participation in pursuit activities.

5. Participate in industry associations and serve as a company role-model in business and community organizations.

6. Monitor marketing capabilities and provide H&R MS support to help the South Central Region Areas achieve goals.

7. Develop relationships with industry counterparts in other consulting organizations.

8. Develop relationships with senior leadership in key client organizations.

9. Lead and/or assist with the identification and recruitment of prospective future market sector employees.

10. Monitor market sector performance indicators NFE/NFB/profits/positive equity/AR/losses/investments.

Preferred Qualifications



  • 15+ years of DOT or local government experience in transportation planning and/or engineering with a majority of that experience within the market sector.
  • If an engineer, maintain engineering registration.
  • Experienced in overall staff development to include recruiting, career path and professional growth.
  • Established relationships at AASHTO, SASHTO, especially in the South Central Region
  • Demonstrated commitment to HDR values. An attitude and commitment to being an active participant of our employee-owned culture is a must.

Required Qualifications
  • Bachelor's Degree in an architecture, engineering, planning or a related field
  • A minimum of 10 years of industry experience
  • Experienced in development and management of strategic marketing programs for architecture, engineering and or planning services
  • Experienced in development and management of a wide range of client relationships and specific program and/or project pursuits
  • Experienced in overall staff development to include recruiting, career path and professional growth
  • Experienced with industry associations and maintains a visible profile in the market sector
  • Ability to work cooperatively with Area Market Sector Directors, Market Sector Directors, Business Class Directors, Regional Business Group Director, Area Business Group Managers, Area Marketing Managers and Area Managers
  • Demonstrated commitment to HDR values. An attitude and commitment to being an active participant of our employee-owned culture is a must
