About The Enterprise Innovation Institute

The Enterprise Innovation Institute is Georgia Tech's economic development arm, comprised of more than a dozen programs. It's the largest and most comprehensive university-based program of its kind in the United States. Its core focus areas include entrepreneurship and startup development, business and industry growth, ecosystem development, and international outreach.

GT APEX Accelerator Department

The GT APEX Accelerator is an organization affiliated with the Department of Defense (DOD) Office of Small Business Programs. It operates as a member program of the Enterprise Innovation Institute (EI), Georgia Tech's economic development arm. The GT APEX Accelerator assists Georgia-based businesses get procurement-ready so that they can identify, compete for, and win government contracts at no cost to them. Our mission is to serve as an axis for existing and new businesses to strengthen the Defense Industrial Base (DIB) by accelerating innovation, fostering ingenuity, an establishing resilient and distinct supply chains. Job Summary

The Procurement Counselor, part of the GT APEX Accelerator within the Georgia Tech Enterprise Innovation Institute (EI), provides public services, training, and counseling to Georgia businesses on contracting opportunities with the defense industrial base, other government agencies, and prime contractors. Services include assessing company readiness, guidance on bids and proposals, billing, and executing contracted work. This role involves regular interaction with business representatives and government officials at local, state, and federal levels. The position is based at our Warner Robins GT APEX Accelerator Center, serving businesses in central middle Georgia.

Travel: Local, in-state, and occasional out-of-state travel.

Responsibilities

  • Conduct training and counseling sessions on qualifying for government contracts, researching opportunities, pricing, certifications, registrations, contract performance, pre-audit assistance, cybersecurity attestations, and more.
  • Document activities in our CRM, enroll new clients, maintain client profiles, and set up Client Bid Match systems.
  • Assist clients in researching contracting opportunities and navigating government databases.
  • Promote GT APEX Accelerator services through business development and networking, including hosting/co-hosting events and serving as subject matter experts.
  • Provide one-on-one counseling, round tables, panels, training classes, committee meetings, and collaborations (in-person, virtual, and hybrid).
  • Represent GT APEX Accelerator at national conferences, as keynote speakers, exhibitors, instructors, and hosts.
  • Collaborate with other EI Programs, Resource Partners, and Regional APEX Accelerator counterparts at in-person and virtual outreach programs.
  • Conduct introductory service meetings with Georgia congressional and legislative leaders.
  • Conduct in-person and virtual training classes and collaborations for our resource partners and their constituents on various topics related to government acquisitions.
  • Meet with government small business specialists, federal procurement officials, program managers, and state/local government purchasers.
  • Attend required APEX Accelerator Counselors training to meet DOD Office of Small Business Programs annual metrics and goals.
  • Participate in outreach programs, roundtables, team meetings, and business events, with photographs and captions shared on social media.
  • Perform other related duties as assigned.
Required Qualifications

This position vacancy is an open rank announcement. Research Extension Professional I

  • A Bachelor's degree in Engineering, Business, Marketing, Technology, Mathematics, or related/relevant field.

Research Extension Professional II

  • A Master's degree in Engineering, Business, Marketing, Technology, Mathematics, or related/relevant field and three (3) years of relevant full-time experience after completion of that degree, or
  • A Master's degree in Engineering, Business, Marketing, Technology, Mathematics, or related/relevant field and five (5) years of relevant full-time experience after completion of a Bachelor's degree, or
  • A Doctoral degree in Engineering, Business, Marketing, Technology, Mathematics, or related/relevant field.
Preferred Qualifications

Preferred Work Experience: Five to seven years of job-related experience.

Preferred Applicant Background: This position requires an advanced working knowledge of government rules and regulations related to procurement. This position requires skills in written and verbal communication (public speaking and formal presentation/training). Incumbent must demonstrate skills in problem-solving, time management, contract management, research and interpretation of government acquisition regulations and formal proposal development.

Preferred Education: Certification by the National APEX Association Alliance (NAPEX) University, National Contract Management Association, Defense Acquisition University (DAU), and/or National Institute for Governmental Purchasing.

Proposed Salary

This position will be paid 80,000 annually.
