IEM is seeking a Full-Time - Voluntary Agency Liaison to coordinate the efforts of Voluntary Organizations Active in Disasters (VOADs). This role will involve partnering with local, state, federal, and other emergency management stakeholders to effectively meet the needs of individuals, families, and communities during emergencies.

Primary Location:



  • Candidates can live anywhere in the United States
  • Once hired you will immediately deploy to client sites for the duration of the disaster, this is not a work from home role.


Travel Requirements:



  • This position will require work to be conducted onsite and may require work on weekends or more than 40 hours per week. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations.
  • All interested candidates must be willing to work on site for the duration of each disaster assignment. Assignments typically may last up to 12 months with potential for extension.


Essential Functions:



  • Identify gaps within service delivery and connect partners with resources in their efforts to supplement the emergency management capacity and capability of state, local, tribal and territorial governments.
  • Providing streamlined, comprehensive and accessible information regarding local, state, and federal programs, policies, public-private connections and situational awareness
  • Providing referrals to disaster survivors with unmet needs in coordination with local, state, and federal Individual Assistance, mass care, and voluntary organizations
  • Supporting navigation of the local, state, federal, and voluntary organization supply chain, programmatic, information-sharing and other processes
  • Elevating and addressing the needs of nongovernmental and voluntary organizations and their clients for better service delivery
  • Supporting the coordination of donated resources
  • Providing guidance to state, local, tribal and territorial governments on spontaneous unaffiliated volunteer management
  • Coordinating engagement in whole-of-government response and recovery exercises and the development of local, federal, state, tribal and territorial planning documents.
  • While coordination with nongovernmental organizations occurs throughout the disaster cycle, one major component of VAL services is to provide guidance to Long-Term Recovery Groups (LTRGs).



Minimum Qualifications:



  • Experience: One (1) year of experience responding to natural, technological, and human-caused disasters in a position working with volunteer agencies and performing the listed duties.
  • Knowledge of disaster recovery, disaster response, emergency management and associated state/federal legislation with the ability to research and organize data
  • The ability to write reports, conduct analysis, and prepare briefings
  • Beginner level skill in using document management tools to create, organize, and maintain project documents.
  • Demonstrated strong written and oral communication skills, including plan writing and meeting facilitation with team members and local, state, and federal stakeholders.
  • Proficient in working independently with minimal supervision as well as collaboratively within a team to achieve objectives under tight deadlines.
  • The ability to stay flexible and quickly adapt to changes during assignments.


Preferred Qualifications:



  • Bachelor's degree from an accredited college or university with a major in public administration, emergency management, business administration, or related field.



Additional Information:



  • Situational Awareness:During site assessments, conditions may be austere including prolonged exposure to excessive heat and cold, prolonged sun exposure and no electricity, heat or air conditioning. Other potential risks include air quality issues, standing water, mosquitoes, snakes, debris and other potential exposures.
  • Physical Requirements:Site assessments may require extensive walking and standing for long periods of time; working in small spaces, tunnels and ditches; climbing ladders.
