What You'll Do

The ADA and Leaves Administrator provides expertise in the administration of ADA and employee leaves of absence. This position is responsible for overseeing the administration of employee leave programs, including FMLA, ADA, and other related leave programs, while ensuring compliance with applicable laws and Dakota County policies. This position will partner with internal and external stakeholders to address employee ADA and other leave of absence requests. The ideal candidate will be a strong communicator, organized, and capable of managing sensitive employee information with discretion and confidentiality.

Minimum Qualifications

MUST HAVE:
* Bachelor's Degree in Business Administration, Human Resources or a related field
AND
* Two years of experience administering ADA reasonable accommodations and other leaves of absences.

OR
* An equivalent combination of education and experience to total six years of relevant experience, which must include at least two years of experience directly related to administering ADA and other leaves of absences.

NICE TO HAVE:

  • Master's degree in Human Resources, Labor/Management Relations, Industrial Relations, or a closely related field
  • Professional HR Certification (SHRM-CP, SHRM-SCP, SPHR, PHR)
  • Previous public sector HR experience

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

  1. Coordinate all aspects of leave programs, including FMLA, ADA, and other applicable leave laws and policies.
  2. Serve as the primary point of contact for employees regarding leave and ADA related inquiries.
  3. Provide administration of the County's workplace accommodation program, including receiving and addressing employee accommodation requests in consultation with managers and supervisors.
  4. Facilitate and manage the interactive process for employees requesting reasonable accommodations, ensuring compliance with ADA requirements.
  5. Interpret, administer, and ensure compliance with federal and state laws, regulations, HR policies, and collective bargaining agreements related to leaves of absence.
  6. Maintain accurate and confidential records of leave requests, accommodations, and all other related documentation.
  7. Ensure confidentiality and privacy of sensitive employee health information.
  8. Provide guidance to employee on their right and responsibilities under ADA, FMLA, and other applicable leave laws.
  9. Collaborate with HR colleagues, managers, and supervisors to address employee concerns and resolve issues related to leave and accommodations.
  10. Work collaboratively with department management to review and update HR policies and procedures.
  11. Provide strategic support and input to Human Resources management on short- and long-term initiatives and deliverables.
  12. Provide training, education, and instruction to customers/stakeholders on related topics.
  13. May represent the County as a subject matter expert to external agencies.
  14. Other duties as assigned.

  • Comprehensive knowledge of federal and state employment laws related to leave and ADA. * Demonstrated experience handling leave and ADA reasonable accommodations.
  • Demonstrated ability to work with minimal supervision or oversight.
  • Ability to analyze complex situations, identify solutions, and make recommendations.
  • Ability to maintain accurate and organized records of leave requests, accommodations, and related documentation.
  • Strong organizational skills with the ability to manage multiple cases and deadlines simultaneously.
  • Ability to hand sensitive and confidential information with professionalism and discretion.
  • Comprehensive knowledge and advanced skills in Microsoft Office programs and HRIS.
  • Knowledge of wage and hour laws and regulations, management/labor relations trends, human resource practices and principles.
  • Knowledge of government functions and organizations affecting county government.
  • Ability to work efficiently and effectively while working on multiple projects at one time.
  • Ability to establish and maintain positive, cooperative and meaningful working relationships with County staff, representatives of government and private sector, policy-makers, the general public, and elected officials.
  • Ability to understand and apply rules, ordinances, standards and guidelines.
  • Excellent communication skills and the ability to deliver messages and communications professionally and positively.
  • Ability to organize work tasks and use time effectively.

Work Environment
Work is primarily sedentary, although some slight physical effort may be required. Equipment used may include a laptop, printer, telephone, copier, fax, and calculator.

Location & Schedule
This is a hybrid position that offers a mix of telework and in-person work at our Administration Center in Hastings, MN. Work is primarily performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.)
