Traffic Control & Engineering (TCE) is seeking a qualified candidate to fill the position of Transportation Specialist Level III to serve as the Director of Maspeth Exterior Operations. As Director, the candidate will manage Maspeth Exterior Operations, including supervisory staff, directing the installation, repair, and maintenance of traffic control devices citywide. This role will oversee a large and complex operation that includes the management of all in-house vertical elements, street furniture, pedestrian fencing, and highway and bus lane gantry signs. The responsibilities include planning and scheduling work crews, parts and equipment needs, budget and labor estimates, and requisitioning supplies as needed. The Director will oversee installations for a range of Street Improvement Projects and transportation initiatives, while coordinating efforts with other departments, government agencies, and contractors. They will also manage work crew vehicle usage and ensure the efficient allocation of vehicles and equipment across teams. The selected candidate will also be responsible for mobilizing crews to respond to emergency highway sign and structural conditions and addressing New York State DOT structural repair requests. Administrative duties include maintaining absence control calendars and discipline of subordinate staff, tracking and managing requests for maintenance, managing the assignment of work orders, and other agency priorities. The Director will be responsible for ensuring adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring that all safety equipment and gear are used and worn properly on the work site. The ideal candidate will be expected to lead collaboratively and inclusively, develop a strong team, and to effectively communicate through verbal and written forms with all stakeholders.

Traffic Control & Engineering is responsible for administration, engineering and operations related to the installation, manufacturing, maintenance and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts, and others to help the agency achieve Vision Zero and other city goals.

Minimum Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
