Transportation Planner/TDM Program Manager

North Carolina State University Transportation Department (NC State Transportation)is a receipts-supported auxiliary within the Office of Finance andAdministration responsible for parking and transit services, managing 20,000parking spaces, maintenance and operation of 10 parking decks, enforcing parking regulations, parking citation review and appeal and administration of a 10-route transit system serving over 2.7 million riders per year.

In this pivotal professional staff role within the Transportation Planning unit, you will report to the Transportation Planning Manager and take the lead in advancing the university's Transportation Planning and Transportation Demand Management ( TDM) programs. You'll be at the forefront of designing and implementing innovative, multimodal solutions that enhance the daily lives of thousands of students, faculty, and staff. This role is grant co-funded by Central Pines Regional Council to which it has reporting obligations.

This role supports NC State's Transportation Demand Management ( TDM) by developing and coordinating strategies like carpooling, transit, biking, walking, and micro-mobility. It includes securing project funding with Procurement and Business Services, monitoring transportation trends, and working with regional partners on TDM efforts, events, and construction impacts. Additional duties involve identifying planning issues near campus, preparing reports on program outcomes, and advising leadership on strategic direction. This role will manage NC State's bicycle transportation planning and implementation efforts.

This role focuses on securing funding to improve bus and bike amenities. It includes assessing new projects for transit impacts and overseeing budgeting and implementation of bus stop upgrades, bike/scooter parking, micro-mobility programs, and EV charging. The position also manages TDM goals and policies, analyzes program data for improvement, and develops and tests TDM-related policies at both departmental and university levels.

This role involves managing a range of campus transportation programs and infrastructure, including the electric vehicle charging program, Wolfline Bus Stop and Bike Rack inventories, the GoPass program, and shared micro-mobility and bike/scooter share systems. Responsibilities include vendor coordination, performance monitoring, customer support, event outreach, branding strategy, and infrastructure maintenance. The position also supports broader transportation planning efforts, develops and evaluates TDM strategies, manages grant programs, conducts data analysis to guide improvements, and performs cost assessments to inform budgeting and pursue funding opportunities. This role coordinates annual goals and policies for NC State's TDM program, analyzes outcomes, and adjusts strategies accordingly, as well as, maintains partnerships across campus and with regional agencies, and supports digital marketing and outreach. The position promotes alternative transportation through events and materials, represents the university at meetings and forums, and engages stakeholders through presentations and various communication channels.
