The Opportunity Reporting to the Manager of US Environmental Planning and Permitting (EPP), this position will be an integral part of the team responsible for managing environmental permitting and compliance programs that support Growth, Modernization, General Plant Maintenance Capital (GPMC), Storage, Operations & Maintenance projects for TC Energy's US Natural Gas Business Unit.This position provides environmental permitting program support to Environment team members, as well as internal customers. What you'll do
- Coordinate environmental permitting programs that support TC's Federal Energy Regulatory Commission (FERC) regulated projectsfor natural gas pipelines, storage and all appurtenant facilities.
- Manage compliance and reporting activities associated with TC's Protected Species Conservation Programs, which include the Multi Species Habitat Conservation Plan (MSHCP), Monarch Butterfly Candidate Conservation Agreement with Assurances (CCAA), and other ESA related compliance actions.
- Assist in development, and lead execution, communication and tracking of TC's long-term environmental compliance commitments, for Federal, State, Tribal, and other specially designated lands.
- Coordinate environmental metric and biodiversity data collection efforts within US EPP for incorporation into corporate and voluntary reporting, including TC's Report on Sustainability.
- Effectively communicate with and negotiate permit conditions with applicable Federal, State and Local agencies.
- Assist in the project planning process and identifies regulatory requirements needed for the successful completion of projects, particularly as it pertains to Federal, State, Tribal, and other specially designated lands.
- Collaborate with internal teams and contractors, as well as external agencies and stakeholder groups.
- Partner with construction field personnel to achieve compliance goals and meet regulatory requirements. Play a supportive role in constructing projects to help ensure compliance, particularly as it pertains to Federal, State, Tribal, and other specially designated lands.
- Works with project teams and stakeholders to plan strategy and approach for achieving and maintaining environmental compliance particularly as it pertains to Federal, State, Tribal, and other specially designated lands. Leverage insight gained from prior experience, inspections and agency and stakeholder feedback in order to improve the process and approach.
- Requires travel to project locations, agency inspections, and other field office locations within TC Energy's US Natural Gas footprint.
Minimum Qualifications
- Bachelor's Degree in an environmental science, environmental engineering, natural resource management or related fields
- Minimum 5-7 years' experience in managing environmental planning and permitting for transmission pipelines, storage facilities and other energy projects, including routing/siting, environmental planning, project management and environmental compliance
- Comprehensive knowledge of environmental laws/regulations and practices including but not limited to the National Environmental Policy Act (NEPA), Natural Gas Act (NGA), Endangered Species Act (ESA), Clean Water Act (CWA), Natural Historic Preservation Act (NHPA) and others pertaining to the pipeline transmission and storage sector and/or pipeline development
Preferred Qualifications
- Previous experience with FERC application development and related Federal & State permitting processes and authorizations for transmission pipelines and storage facilities across the US
- Previous experience solving complex regulatory, permitting and compliance issues for major pipeline infrastructure and construction projects as well as routine operations and maintenance activities
- Expertise in assessing the impact of and developing/implementing strategies to address environmental regulatory initiatives
- Expertise in assessing policy and regulatory issues to support development of corporate reporting and policy positions
- Commitment to client service and support
- Experience working with non-governmental organizations
