Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Engineering is responsible for building and maintaining the majority of Metra's fixed assets, such as buildings, stations, bridges, track, electrical, telecommunications and signal systems. The Engineering Department also monitors the condition of and assists in building and maintaining the fixed assets on the freight lines where Metra trains operate. The Engineering Department is divided into two major groups: Capital Projects, and Communications and Maintenance.

Reporting to the Director in Engineering Maintenance, the Supervisor B&B will supervise and inspect building and bridge maintenance and construction projects to ensure safe and efficient train operation, control project budgets, develop project schedules and programs, train and supervise work crews, enforce compliance with city/county rules/codes, and perform related duties as required.

The primary duties include: Supervise bridge & building repair crews in constructing and maintaining buildings and facilities or bridges and related structures in accordance with quality and safety standard. Participate in developing and managing the B&B budget including estimating project costs for manpower and materials, monitoring expenditures and staying within allocations, and requesting additional or reallocating resources as needed. Plan man-hours, determine schedules, and order and maintain inventory for construction projects and preventive maintenance programs. Prepare documentation to start projects, maintain records of all maintenance activities, and prepare and submit monthly and annual status reports. Conduct building and bridge inspections in accordance with Federal Railroad Administration standards, assess state of repair, and prepare reports recommending repairs and prioritizing maintenance schedules. Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. This position is subject to random drug and/or alcohol testing. Perform other related duties as assigned to meet the ongoing needs of the organization.

Requirements
  1. Bachelor's degree in Engineering, Construction or related field OR in lieu of specified degree, a combination of education and experience that equals four years in the construction and repair of railroad structures including bridges, buildings, and related facilities.
  2. In addition to #1, must have six years of experience in the construction and maintenance of buildings and facilities or six years of bridge inspection, construction, and maintenance experience that includes steel, concrete, and masonry materials as well as structural welding.
  3. Must have three years of direct supervisory experience that includes day-to-day employee management, assigning tasks, providing guidance and training, monitoring performance, conflict management, budgeting, hiring, disciplinary and/or termination.
  4. Considerable knowledge of the tools, materials, and techniques used in the construction, repair, and maintenance of structures including buildings and bridges.
  5. Considerable knowledge of safety rules and procedures.
  6. Good knowledge of project planning and budgeting principles.
  7. Good planning, analytical, and problem-solving skills.
  8. Good supervisory skills.
  9. Good verbal and written communication skills.
  10. Skill using Microsoft Office Suite.
  11. Ability to understand and apply provisions of labor agreements.
  12. Ability to teach and direct others.
  13. Ability to conform to shifting priorities, demands, and timelines.
  14. Ability to read and understand project specific documents including schedules, standard railway plans, and specifications.
  15. Ability to keep records and prepare work and time reports.
  16. Must possess and maintain a valid driver's license.
  17. Ability to stand, walk, and/or sit, for extended periods of time.
  18. Hearing/Visual acuity, far/near, depth perception, field of vision, color vision.
  19. Ability to lift and move up to 20 pounds.
  20. Must be able to operate a vehicle.
  21. Must be available on-call 24-hours/day, 7 days/week, 365 days/year, including weekends and holidays.

Preferred:

  1. Project management experience.
  2. Training or experience in railroad bridge inspection.
  3. Railroad Bridge Inspection certification.
