This position supports the Foreign Military Sales - Army Case Execution System (FMS-ACES) Product Office. FMS-ACES is the first Defense Business System (DBS) program in the DoDI 5000.87 Software Acquisition Pathway, within PEO Enterprise, located in the Defense Integrated Business Systems (DIBS) portfolio.

FMS-ACES is a cloud-based Platform as a Service (PaaS) providing a user-centric journey design that will modernize the Army's FMS case execution and management processes from end to end. By stream-lining business processes, data standardization, integrated through state-of-the-art interface management, FMS-ACES will provide accurate case management and business analytics enabling real-time, accurate and informed data-drive decisions for Senior Leaders. FMS-ACES is in development and once fielded subsumes capabilities of a 50-year-old legacy system and consolidates two disparate systems into a single source of Army FMS data. The new system will exchange information with 26 distinct financial and logistic systems of record partners for end-to-end process execution. FMS-ACES will support 2000 users, incorporating 6,200 active FMS cases and 88,000 active requisitions.

Lead / Oversee the packaging of software releases for testing and deployment, ensuring that all components are properly configured and validated before release. Work closely with development and operations teams to streamline deployment processes.

• Provide guidance and leadership in all aspects of configuration management, ensuring adherence to industry best practices and organizational standards. Develop strategies to optimize software configuration processes and maintain consistency across environments.

• Develop, review, and maintain a comprehensive configuration management plan that governs all aspects of the software lifecycle, including development, testing, deployment, and maintenance. Ensure alignment with organizational policies and regulatory requirements.

• Manage software tracking and releases across multi-stage environments, ensuring release integrity and minimizing deployment risks. Oversee version control processes to maintain consistency and traceability of software updates.

• Track and report on software releases through change requests, impact assessments, and version control. Ensure that all modifications are properly documented, reviewed, and approved before implementation.

• Establish and maintain a centralized documentation repository to track configuration records, software versions, and change history. Ensure accessibility and accuracy of documentation for audits and compliance.

• Lead software and code reviews, ensuring that configuration management policies are properly executed. Provide feedback on code integrity, versioning, and compliance with established standards. Report on configuration management activities during project meetings.

• Active Secret Clearance is mandatory
• Demonstrable experience in leading configuration management on software programs
• Experience supporting a Project Management Office (PMO) within the Department of the Army Headquarters is highly preferred
• Experience using an Agile methodology on all aspects of configuration management and tracking software releases
• Experience using Jira or other software projects to manage software baselines, link incidents, changes, and dependencies
