Job Description - Bulk Power Analyst I, II, Senior

Position Description

Performs control area after-the-fact balancing of TEP schedule and meter values for required reporting to the Western Electricity Coordinating Council (WECC) in compliance with North American Electric Reliability Council (NERC) and Federal Regulatory Commission (FERC); maintains system data to meet audit requirements and to supply statistical reports as needed; analyzes and settles financial and transmission disputes for monthly billing.

Position-Related Responsibilities

  • Applies knowledge of contracts to perform control area after the fact balancing of energy schedules and meters on a daily and monthly basis utilizing interchange data for tracking and reporting accumulated inadvertent with adjacent control areas.
  • Responsible for the accurate and timely reporting of control area data originating from the Energy Management System for internal and external use in fulfilling regulatory agency and other ad-hoc data requests.
  • Responsible for settling, through analysis, financial and/or energy disputes for wholesale energy purchases and sales.
  • Responsible for balancing data between control area operations and wholesale marketing.
  • Have a working knowledge of transmission contracts in order to assist transmission coordinator with monthly checkouts.
  • Maintains Emergency Operating Center readiness as it pertains to after the fact functions.
  • Maintains separation of merchant and reliability functions in compliance with FERC.
  • Maintains confidentiality for all matters regarding sensitive corporate data and outside party information gathered and maintained in the normal performance of the after the fact functions.
  • Prepares reports as required by TEP or regulatory agencies.
  • Reports to the Supervisor, Control Area Accounting and Real Time Scheduling and performs assignments as directed.
  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities
(Equivalent combination of education and experience will be considered.)

Bulk Power Analyst I:

  • Performs after the fact and financial balancing functions under direct supervision.
  • Responsible for assisting more experienced Bulk Power Analysts.
  • Prepares for Scheduler Session I Training.
  • Successfully meets and/or exceeds performance requirements and employee goals

Bulk Power Analyst II:

  • Performs after the fact and financial balancing functions with some guidance and is able to work independently on assigned projects.
  • Has successfully completed Scheduler Session I Training.
  • Responsible for assisting Senior Bulk Power Analysts.
  • May be required to assist in training responsibilities.
  • Can represent Control Area Operations when meeting with other companies or organizations.
  • Prepares for Scheduler Session II Training.
  • Successfully meets and/or exceeds performance requirements and employee goals.

Senior Bulk Power Analyst:

  • Performs after the fact and financial balancing functions with minimal guidance and is able to work independently on assigned projects.
  • Top level individual contributor.
  • Has successfully completed Scheduler Session II Training.
  • Primary source for training other Bulk Power Analysts and Schedulers in after the fact functions.
  • Can represent Control Area Operations when meeting with other companies or organizations.
  • Provides direct backup support for supervisor in allocating work assignments to other after the fact personnel as required.
  • Successfully meets and/or exceeds performance requirements and employee goals.

Level I
Minimum Qualifications:

  • High school diploma or GED.
  • Must have the ability to work both independently and in a team driven environment.
  • Requires excellent verbal and written communication skills.
  • Demonstrates analytical and problem-solving skills.
  • Superior time management skills, including ability to multi-task and prioritize.
  • Proficient in the use of personal computer applications, including but not limited to, Microsoft Excel, Word, Outlook; and Control Area scheduling and accounting applications.

Preferred Qualifications:

  • Associates Degree and two years of relevant utility experience, or equivalent combination of education and experience.
  • Familiar with a variety of PC-based software as it relates to after the fact duties.
  • Ability to complete multiple projects as assigned.
  • Broad understanding of the utility industry, including general principles of power generation, transmission systems, policy and procedure compliance.
  • Basic knowledge of general accounting, auditing and contract principles.
  • Possesses excellent negotiation and organizational skills.

Level II
Minimum Qualifications:

  • Minimum qualifications of Level I.

Preferred Qualifications

  • Preferred qualifications of Level I.
  • Associates Degree and three years of relevant utility experience or equivalent combination of education and experience.
  • Demonstrates ability to perform task prioritizing, time management skills, and exhibits technical proficiency.

Senior
Minimum Qualifications:

  • Minimum qualifications of Level II.

Preferred Qualifications:

  • Preferred qualifications of Level II.
  • Associates or Bachelors Degree and five years previous utility experience or equivalent combination of education and experience.
  • Developed basic leadership skills.
  • Demonstrated time management skills and technical knowledge in all assignments.

Pay Rate: Salary determined based on candidates experience and qualifications.
