Job Description

The City of Renton is seeking an experienced HR professional to lead a strong group of 3 Senior Employee Relations Analysts and 1 HR Specialist focused on labor/employee relations, recruitment, classification and compensation. Candidates will bring strengths in all areas to support an active Human Resources and Risk Management Department and a rapidly growing city. This position reports directly to the HRRM Administrator and will be part of a 3-manager team including an Employee Benefits Manager and a Risk Manager and a total department staff of 14 to service a City with nearly 700 FTE's, 200 supplemental employees, and 3 bargaining units. ESSENTIAL FUNCTIONS:

  • Manage the development, implementation and day to day administration of human resources programs and projects for the City.
  • Research, analyze and prepare data, recommendations and presentations for labor negotiations; serves as Chief Spokesperson in contract negotiations as assigned by Administrator.
  • Works closely with City management staff to ascertain union/management issues requiring resolution or contract clarification. Develops labor relations strategies. Drafts position statements and contract proposals; collects and analyzes data for use preparing proposals.
  • Administer labor relations by overseeing labor/management meetings; resolving labor complaints, disputes, and grievances; ensuring labor contracts are implemented accurately; providing labor contract and practices training, technical advice, and interpretation to management and employees of the City; and responding to requests for information as needed.
  • Advise departments concerning human resources matters such as policy implementation, recruitment and selection, classification and compensation, and related issues.
  • Conduct or direct the conducting of job analysis and classification studies and recommend appropriate position classification; collect, review and analyze position information and present classification recommendations; prepare or direct the preparation and revision of class specifications and associated salary tables.
  • Research and analyze salary data and make recommendations on wage and salary administration; design and conduct salary surveys and compensation studies and analyze compensation data; provide information to other agencies and jurisdictions.
  • Consult with department representatives and prepare or direct the preparation of recruitment and selection programs, including written tests, practical examinations and interview questions.
  • Conduct research and draft human resources policies, procedures, programs and systems for administrative review; ensures legal compliance with Federal and State labor laws. Design and conduct special projects and studies or take a lead role in organizing and coordinating a team of staff in the preparation of special projects and studies as assigned.
  • Conduct workplace interventions and investigations; analyze and recommend solutions to staffing issues, advise on discipline and corrective action measures in compliance with the City policies and collective bargaining agreements.
  • Oversees performance management process.
  • Oversee the preparation and maintenance of a variety of records and reports related to EEO, FLSA, recruitment, position control, classifications and other human resources data.
  • Direct the activities of the Human Resources and Risk Management Department as assigned in the absence of the Administrator; attend meetings on behalf of the Administrator as assigned.
  • Provide opportunities for professional development to staff.
  • Evaluate employee performance; conduct consistent staff and 1:1 check in meetings with direct reports.
  • Delegate, review and ensure timely completion of duties of assigned staff.
  • Assist in the development and implementation of department goals that support the City's Mission and Business Plan.
  • Train staff; set specific and measurable standards and goals.
  • Evaluate human resource operations to improve service, productivity and efficiency, and resolve work-related complaints and issues that cannot be addressed by staff.
  • Initiate hiring process and coordinate the onboarding and training of new employees.
  • Prepare budgets, monitor and approve expenditures.
  • Assist in the development and updating of City policies, ensure proper interpretation and administration of policies by staff.
  • Create an environment of teamwork and respect.
  • Foster a culture of equity and inclusion by welcoming and meeting the diverse needs and perspectives of groups and individuals.
  • Use progressive discipline when appropriate with guidance from an Administrator.
  • Remain current with relevant technological advancements as it relates to field.
  • Maintain regular, reliable, and punctual attendance.
  • Perform other duties as assigned.
  • May be assigned to support City priorities during emergencies.

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:

  • Bachelor's degree in Business or Public Administration, Human Resources Management, Organizational Development, Industrial Relations, Organizational Psychology or related field.
  • Minimum 5 years of human resources experience involving employee relations, recruiting, testing, classification, compensation and labor relations.
  • Or minimum 9 years of relevant education and experience.
  • 2 years supervisory, team leader, or project team management experience.
  • Successful passing of a required background check.

PHYSICAL DEMANDS:

  • Operate a computer and other office equipment.
  • Communicate with City employees and residents.

WORK ENVIRONMENT:

  • Work is performed in a typical office environment.
  • Noise level indoors is moderately quiet.
  • Work evening and/or weekend hours as required.
  • Night meetings may be required.
  • Partial telework eligible.

Telework Program:
The City of Renton supports workers performing in a hybrid capacity (partial telework/in-office) where job responsibilities can be performed remotely. This position may be eligible for a telework arrangement, up to 2 days remote, based on the operational needs of the City and specific Department.
