Department Facilities Management
About the Position The Facilities Management department is seeking a Capital Improvement Project (CIP) Analyst who is enthusiastic and passionate about fiscal analysis, research, and reporting. This CIP Analyst will support the Capital Facilities division of the department through capital project forecasting, reporting, and recording of assets. We Require
- Two years of professional-level financial or budgeting experience
- Bachelor's degree in Accounting, Finance, or a closely related field
- An equivalent combination of post-secondary education and/or job-related experience may substitute for the required education on a year-for-year basis
We Also Value
- Five years of experience in accounting and/or auditing, performing budgetary and finance activities in a government environment using a large-scale financial system
- Experience with CGI Advantage system
- Advanced proficiency using spreadsheets and databases
Job Contributions
- Monitor capital expenses against approved budget allocations and notify leadership of significant variances or issues
- Forecast expenses for over 40 complex Capital Project budgets on a quarterly basis
- Analyze, develop, and submit the Capital Improvement Projects (CIP) annual and five-year budgets according to budget guidelines
- Work with the Office of Budget & Finance to capitalize assets (building, land, equipment)
- Work with the Office of Procurement Services and Project Managers to administrate updates to contractual expirations and extensions. Review purchase orders for accuracy and adherence to contractual requirements
- Provide financial expertise and collaborate with Project Managers on CIP budget monitoring, reconciliation, and invoicing. Develop financial reports in response to requests for budget information from staff members
- Review and process journal entries and ensure adherence to budgetary policy and related financial standards and best practices
- Consult with leadership on long-range forecasts of expenditures to ensure alignment with contractual documents
- Manage retention withholding and retention release on projects where retention is applicable
