In order to be considered an applicant for this position you must meet the minimum qualifications as stated in this announcement. HVCC is currently recruiting candidates that are currently employed by either HVCC or the EOC.
Qualifications for Employment
Bachelor's Degree from an accredited college or university and 8 years' experience in the area of restricted funds management and/or financial project management, prior experience working with grants and contracts, knowledge of accounting and budgeting theory and practices, the ability to make independent judgments and work with minimal direct supervision, the flexibility to work on several tasks simultaneously and to meet various concurrent deadlines, strong mathematical and Excel skills with attention to detail, excellence in customer service and the ability to act as a true team player are required. Accounting degree, experience with Ellucian Banner database, and experience in a higher education setting are preferred.
Nature and Scope of Duties
The Manager of Grants Accounting is responsible for the administrative oversight of grant and restricted fund activity. This includes responsibility for budgeting, expense review and reporting as well as developing and implementing compliance programs and working closely with academic program administration and other College administrative offices to ensure that financial activities comply with federal, state or donor regulations as well as College policy.
The Manager of Grants Accounting reports to the Director of Grants & Contracts Administration or their designee and performs the following duties:
* Partners with divisional Vice Presidents, Deans, Department Chairs, and faculty to prepare grant proposals and budgets in alignment with the college's Strategic Plan.
* Reviews and makes recommendations related to complex contracts and grants to ensure financial terms and conditions are appropriate for College business.
* Develops, implements and maintains internal financial controls and procedures.
* Manages post-award fiscal administration, including compliance with funding agency requirements, for grants and restricted funds.
* Manages billing and collection of grant receivables.
* Collaborates across Finance division to prepare comprehensive grant expenditure reports, including funding designated for capital projects.
* Conducts regular expense reimbursement draw-down of funds for federal grants.
* Manages departmental approvals of grant payroll authorizations, as well as grant time and effort reports.
* Analyzes and projects utilization rates for the college's grants and restricted funds.
* Prepares, reviews and analyzes budget and expenditure reports; prepares appropriate ledger entries and reconciliations.
* Supports the college's annual financial audit.
* Contributes to the development of policies and procedures, and training programs; disseminates fiscal award management guidance and best practices.
* Performs additional duties as assigned.
This is a full-time 12-month, Management Confidential position with a salary range of $65,000.00 to $75,000.00.
