About the Opportunity The Capital Budget Analyst plays a critical role in supporting the financial management and oversight of capital improvement projects and budgets for the UNC System. This position is responsible for receiving, reviewing, and preparing capital project materials for UNC Board of Governors meetings, ensuring that all materials are complete, accurate, and compliant with applicable regulations. The analyst is also tasked with establishing capital project authority in the Interscope system, as authorized by various governing bodies, including the General Assembly, Board of Governors, UNC President, Boards of Trustees, and Chancellors, and revising project authorizations as necessary based on actions taken by these bodies. In addition to managing project authorizations, the Capital Budget Analyst ensures that all transactions in the Interscope system are processed accurately and in a timely manner. This includes coordinating with the Office of State Budget Management (OSBM) and other stakeholders to resolve issues and ensure the integrity of project data. The position also provides technical support to UNC System institutions regarding the Interscope system and assists in the resolution of any challenges related to State Construction Office's processes. The analyst is also responsible for administering the capital project advertisement processes, including posting, updating, and archiving advertisements on the UNC and State eVP websites, as well as preparing and distributing capital project award letters. This role ensures that all project documentation is maintained both electronically within the office and in the Interscope system, facilitating easy access and recordkeeping. A significant aspect of the role is the preparation of financial reports, including those required for Board of Governors meetings and statutory reporting obligations. The Capital Budget Analyst monitors and analyzes capital project expenditure data through the NC Financial System (NCFS), ensuring expenditures are appropriately captured and reflected in reports. Additionally, the analyst supports the production of reports within the capital planning group and ensures that capital projects are properly budgeted in accordance with their authorizations within the State's IBIS system. The Capital Budget Analyst ensures that all capital project activities are accurately documented, compliant with legal requirements, and aligned with the UNC System's broader planning goals. This position works closely with the Vice President for Finance and Capital Planning and the Director of Capital Planning to provide comprehensive support for capital improvement project authorization, budgeting, and execution, and monitors the overall administration of the capital financial management of the UNC System. This position is a hybrid work arrangement and will work at least three days per week onsite at the Dillon building in downtown Raleigh's Warehouse District. About the Team The Finance and Administration division works as staff to the Board of Governors, president, and chief operating officer to support the financial management of the UNC System. This includes the areas of budget development and execution, facilities, property, capital construction, debt management, procurement policy, tuition and fee development, efficiency efforts, and analysis of policy changes with a fiscal impact. Minimum Education, Experience, and Skills Bachelor's Degree in Public Administration, Business Administration, or related discipline such as Finance, Accounting, or Economics; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Preferred Education, Experience, and Skills *Knowledge of the use of an enterprise-wide program management database system. *Knowledge of the State Construction Office Interscope System preferred. *Knowledge of state capital budget principles and policies including the State Budget Act, State Budget Manual, relevant UNC System policy manual, and UNC System practices. *Knowledge of DocuSign or similar document processing system. *Knowledge of state budget and financial systems IBIS (Integrated Budget Information System) and NCFS (North Carolina Financial System).
