The Senior HR Compliance and Project Specialist will lead the development and execution of Chemonics' HR compliance strategy, aligned with our culture of Access, Belonging, and Connection. This role will own and lead components of an evolving HR compliance strategy, providing insight and driving accountability across HR functions to ensure compliance with federal, state, and local laws/regulations. This position will support the execution of various external regulatory reports/filings, including those associated with EEOC, Affirmative Action, and OFCCP. The Sr. Specialist will lead the delivery of high-priority HR projects, from planning to implementation and continual improvement, which includes helping define the project strategy, develop the work plan, collaborate with stakeholders across the enterprise, and oversee project team members to ensure success of the project. This individual provides technical leadership to internal HR and external clients, spurring innovative solutions. Principal Duties and Responsibilities (Essential Functions)
HR Compliance

  • Assesses, creates, and implements HR compliance strategy, developing new processes, improving existing processes, and influencing others. Serves as thought partner for the Chemonics Family of Companies on HR regulatory compliance topics.
  • Proactively maintains awareness of existing and proposed federal, state, and local HR-related legislation, engages and partners closely with HR Centers of Excellence (CoE) and other relevant stakeholders to facilitate timely implementation, effective communication, and appropriate documentation.
  • Ensures HR policies and practices comply with all EEO and other government legal requirements by coordinating with relevant HR CoEs and conducting regular reviews and updates of all HR guidelines and policies.
  • Conducts proactive audits of HR processes and regulatory requirements. Analyzes audit results and develop recommendation to enhance HR compliance and mitigate risk.
  • Coordinates closely with HR Information Systems (HRIS) team and other relevant stakeholders to execute external regularly reporting.
  • Analyzes data, identifies trends, and develops reports to help drive effective decision making.

Project Management, Process Improvement, and Change Management

  • Defines and manages project vision, strategy, scopes, schedules, budgets, resources, and risks for assigned high-priority HR projects.
  • Coordinates with HR leads and subject matter experts to develop project plans and oversees all project activities throughout the full project cycle to ensure timely deliverables and desired outcomes.
  • Ensures all projects align with the HR Department's annual workplan and corporate initiatives.
  • Proactively manages project team members, stakeholders, beneficiaries, and management expectations and solves project issues promptly and effectively.
  • Provides regular communications to team leads, stakeholders, and management.
  • Takes leadership role in advancing project management and process improvement best practices and tools.
  • Identifies problems and suggests solutions that HR teams can implement.
  • Recommends strategies to streamline systems and processes for effectiveness and efficiency, considering client needs, and divisional and corporate priorities.
    Gathers inputs, analyzes, and contributes to the design of process improvement activities.
  • Applies a structured methodology for coordinating organizational change management efforts based on understanding of Chemonics' leading practices, methods, and tools.
  • Leads and directs change management, stakeholder management, communications, training, and other change management activities for HRD.
  • Collaborates with HR team leads to coordinate cross-cutting activities across the division.
  • Applies change management processes and tools to help develop change strategies that support adoption of the changes required by a project or initiative.
  • Performs other duties and responsibilities as required.

Qualifications

  • Minimum five (5) years of experience in Human Resources, with focus on compliance and/or project management required.
  • Bachelor's degree or equivalent combination of education and related work experience required.
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification is preferred.
  • Strong ability to interpret and apply federal, state, and local employment laws and regulations, with demonstrated experience in developing, updating, and implementing company policies and procedures to ensure ongoing compliance.
  • Excellent analytical and technical skills.
  • Excellent written, verbal, communication and presentation skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences.
  • Excellent planning and organizational skills.
  • Ability to solve complex technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.
  • Ability to operate at advanced levels of authority and manage significant activities and resources to produce and take responsibility for results.
  • Ability to work both independently and as part of a team.
  • Demonstrated ability to maintain discretion and work with highly confidential and/or protected information required.
  • Demonstrated leadership, versatility and integrity

The Salary Range for this position is expected to be: $80,100 - $100,100.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
