DESCRIPTION OF WORK

As the Environmental Engineering Group Manager for the Facilities Permitting Unit within the Division of Municipal Facilities, you will oversee and lead a team of professional and technical scientific staff. Your responsibilities will encompass supporting the Division Manager in the intricate administration of the federal Clean Water Act, the Pennsylvania Sewage Facilities Act, and the Pennsylvania Clean Streams Law (CSL), along with their associated regulations in the Commonwealth. This role involves planning, evaluating, coordinating, and executing the complex Water Quality Management permitting programs related to wastewater facilities and the land application of sewage sludge. Additionally, it is essential to foster a collaborative working relationship with regional offices to ensure the consistent statewide application of key program policies and procedures.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position has been approved for flexible headquarters at the following locations:
    • NERO - 2 Public Square, Wilkes-Barre, PA 18701
    • NCRO - 208 W. Third St., Ste 101, Williamsport, PA 17701
    • SWRO - 400 Waterfront Drive, Pittsburgh, PA 15222
    • SERO -2 E Main St, Norristown, PA 19401
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.
  • Occasional travel required
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Two years as an Environmental Engineer or an Air Quality Engineer (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of professional engineering experience in environmental protection or in environmental project development, design or construction.
Special Requirement:
  • This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a valid Professional Engineer license issued by the applicable licensing body of another state.

Condition of Employment:

  • This position requires possession of a valid PA non-commercial Class C driver's license or equivalent.
Post Employment Requirement:
  • Successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer license issued by Pennsylvania within their initial six month probationary period.
Other Requirements:
  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
