The University Police Department at North Carolina State University is responsible for providing the most reasonable level of safety and security for the protection of life and property of students, faculty, staff, and visitors of the campus community. Being a full-sized police department, the department functions 24 hours a day, 7 days a week, year round with 60 sworn officers, 16 non-sworn full-time employees, and part-time employees.

Join Our Team as a Records Custodian/Crime Analyst at the University Police Department
Are you passionate about technology and law enforcement? The University Police Department is seeking a highly skilled and dedicated Records Custodian/Crime Analyst to join our dynamic team. This unique position blends technical expertise with critical law enforcement functions, offering a pivotal role in ensuring the integrity and security of essential police records and systems.
As the Records Custodian/Crime Analyst, you'll be responsible for managing police data, developing technical solutions, maintaining compliance with state and federal laws, and contributing to crime analysis to support public safety. Key Responsibilities:
Technical Solution Development


  • IT Support: Play a central role in researching, implementing, and maintaining law enforcement software, systems, and peripherals. You'll ensure everything from hardware to ruggedized mobile systems is fully operational, providing hands-on support as well as collaborating with IT teams and vendors.

  • Mobile & Emergency Systems: Support mobile systems, including VPN, cellular access, and rugged laptops in police vehicles. Provide technical support for the Emergency Communications Center, including systems like E911, CAD, radios, and more.

  • 24/7 On-Call Support: Be the go-to expert for all emergency systems within the department, ensuring around-the-clock support for critical systems like the Records Management System (RMS) and VPN.


Compliance


  • Data Protection: Safeguard the security and confidentiality of sensitive information, ensuring compliance with FBI, SBI, and university standards for data storage and handling of criminal records.

  • Legal Compliance: Ensure strict adherence to state, federal, and departmental guidelines, including proper access and storage of criminal information in systems like NCIC.

Police Records Management


  • Record Accuracy & Compliance: Review police reports and records from both a legal and technical perspective to ensure accuracy, compliance with state and federal laws, and proper filing with local, state, and federal agencies.

  • Expungement Management: Oversee the expungement process, ensuring that records are updated in compliance with legal guidelines.

  • Public Records Management: Ensure records practices meet public access guidelines, fulfilling media and public records requests while maintaining confidentiality and legal compliance.

  • Systems Management: Utilize key law enforcement systems, including RMS, CAD, CJLeads, and Omnixx, to manage, track, and report on criminal, accident, and investigative data.

Crime Analysis


  • Data Analysis & Reporting: Use both quantitative and qualitative techniques to analyze crime data from a variety of sources. Identify patterns, trends, and emerging threats to assist law enforcement efforts and improve public safety.

  • Forecasting & Intelligence: Utilize statistical analysis to forecast crime patterns, helping to anticipate and mitigate criminal activity. Train law enforcement personnel in analytic techniques to support their work.

  • Investigative Support: Provide actionable insights to investigators, offering critical data that supports case development and identifies potential suspects or victims.

  • Database Maintenance: Ensure all crime and investigative data is accurately tracked and maintained in comprehensive databases, compiling reports, crime bulletins, and briefings for internal and external stakeholders.

Other Responsibilities

  • Fully participate in department and unit activities and meetings.
  • Serve as department's primary records custodian and crime analyst
  • Attend all required training and meetings. Liaise and coordinate as needed with university and external personnel.
  • Other related duties as assigned.

Qualifications


Minimum Education and Experience

  • Master's degree OR
  • Bachelor's degree with zero - two years of relevant experience OR
  • An equivalent combination of education, training and relevant experience


- For management-level roles, also include with the above requirements 1-2 years of supervisory experience
Other Required Qualifications

  • Knowledge of federal guidelines on crime reporting, SBI Division of Computer Information standards, state and federal guidelines on access to, entry and storage of criminal information, and university IT standards.
  • Knowledge of law enforcement system requirements used to determine access to numerous systems, which include criminal information, DMV information, warrants and court information. System access is determined by an individual's role and training certificates.
  • Ability to communicate technical information to individuals at varying levels of understanding.
  • Knowledge of public records regulations & laws.
  • Ability to determine if records requests need to be vetted by the Office of General Counsel.
  • Ability to work with consumers across the organization to assess reports and crime analysis information in order to provide solutions.
  • Ability to listen to what is needed and determine what is currently available and identify if there is a gap. If there is a gap, make recommendations for a solution and/or vet the recommended solution.
  • Ability to conduct regular crime analysis to determine trends, commonalities, etc.
  • Ability to adapt to updates, enhancements, and future technologies.
  • Strong problem solving and troubleshooting skills; the ability to understand, analyze, and effectively resolve issues in a timely manner.
  • Willingness and ability to learn new technologies and solutions on an on-going basis.
  • Ability to multi-task, prioritize, meet deadlines, and manage job with minimal supervision.
  • Excellent verbal and written communication skills; strong interpersonal skills; customer service oriented.
  • Solid working knowledge of current crime analysis techniques and software.
  • Ability to work independently as well as make positive team contributions.
  • Ability to pass a fingerprint based criminal background investigation.

Preferred Qualifications

  • Familiarity with police reporting, police records, and records management systems
  • Familiarity with NIBRS, CJIS and SBI standards on access to and reporting of criminal information and the systems associated with accessing it.
  • Familiarity with Google Suite products.
  • Training and experience in crime analysis.
