Deputy Program Manager/Lead CST for DoS CST Services Program

The Deputy Program Manager ("DPM") is responsible for:

1. Scheduling and monitoring of all Construction Surveillance Technicians ("CST") personnel to and on Task Orders as requested by Department of State Site Security Managers ("SSM");coordinating Task Order requirements with the SSM's and contractors providing services on the Task Orders;overseeing the training program for CST trainees to ensure successful completion of the program and graduation of the CST trainees to regular CST positions;recruiting prospective candidates for the CST and CST trainee programs; andcounsel Lead CST's, CST's, and CST trainees on job related performance matters including security protocols, interactions with other CST's, contractors and Department of State personnel, punctual attendance as scheduled, and adherence to the contractual Statement of Work.

The scope of Lead CST duties and responsibilities shall include the following:

1. Scheduling and monitoring of all Construction Surveillance Technicians ("CST") personnel to and on Task Orders as requested by Department of State Site Security Managers ("SSM").

a. Maintain and distribute a work assignment calendar to show which Lead CST, CST, and CST Trainees are assigned to specific Task Orders by day by shift hours.

b. Serve as primary liaison with SSM for determining Task Order resource requirements and timing and priority of staffing assignments.

c. Communicates all changes in scheduling with the Lead CST's, CST's and CST Trainees using emails, text, phone calls and available technology.

d. Makes real time personnel changes on Task Order assignments as necessitated by circumstances affecting the Task Orders including changes in hours, postponement of activities, addition of new activities, increase in the scope of activities, and other factors requiring changes in CST coverage.

e. Maintains knowledge of available funding and authorized hours for each Task Order to ensure no work is conducted on unbillable Task Orders.

2. Coordinating Task Order requirements with the SSM's and contractors providing services on the Task Orders.

a. Acts as the primary Point of Contact for all Department of State personnel including Contracting Officer Representative, SSM's and security personnel.

b. Obtains and distributes the access codes, requisite personnel rosters, bill of materials and other documentation needed by the Lead CST's and CST's for maintenance of site security and clearances.

c. Reports all security protocol breaches to the SSM's and other concerns expressed by the Lead CST or CST regarding the conduct of the contractors on the job sites.

3. Overseeing the training program for CST trainees to ensure successful completion of the program and graduation of the CST trainees to regular CST positions.

a. Develops training program components for the On-The-Job site training regime. The regime will be in 3 phases:

i. Cycle 1 will cover Site Familiarization and Access Control Facility;

ii. Cycle 2 will cover CST Operations and Construction Operations; and

iii. Cycle 3 will cover Sensitive Compartment Information Facilities

b. Works with subject matter experts to create outline of and curriculum for a classroom- based training course that will be approved by Department of State for use in the CST Training program.

c. Manages the CST Training Program to conform to the Department of State Statement of Work requirements including periodic evaluations and assessments.

d. Assigns the CST trainees to experienced CST's for On-The-Job site training activities.

e. Coordinates the enrollment of the graduates of the CST Training Program to attend the Construction Surveillance Technician Course (SE631) sponsored by Department of State.

4. Recruiting prospective candidates for the CST and CST trainee programs.

a. Develops and maintains a network of personnel in the CST community.

b. Encourages other DPC CST's to communicates opportunities at DPC within each CST's network within the CST community.

c. Continuously communicates opportunities at DPC within the CST community to solicit applications for employment at DPC.

d. Works with Recruiting Group to improve job site postings.

e. Reviews and screen job applications for both CST and CST training positions.

f. Participates in the interviews of prospective candidates and makes recommendations on extending offer to prospective candidates.

5. Counsels Lead CST's, CST's, and CST trainees on job related performance matters including security protocols, interactions with other CST's, contractors and Department of State personnel, punctual attendance as scheduled, and adherence to the contractual Statement of Work.

a. Conducts oral and written disciplinary reviews with Lead CST's, CST's and CST trainees for any violations of security protocols, attendance issues, behavioral conduct not in accordance with company policy and failure to adhere to the contractual Statement of Work. Such oral and written disciplinary reviews will follow DPC policies and formats.

b. Conducts oral and written performance improvement discussions and documentation to facilitate enhanced performance of Lead CST's, CST's and CST trainees in the execution of their job responsibilities and duties.

c. Recommends personnel for special recognition for outstanding performance in their job performance.

d. Discusses any suspension or termination recommendations with the Interim Program Manager prior to any action being taken

e. Counsels Lead CST's, CST's and CST trainees who have problems with schedules and works to balance out the less desirable schedules to each person based on their qualification and the Task Order requirement.

WORK ENVIRONMENT

This position will be working in an office and on a construction site in active work areas where demolition activities may be occurring materials are being transported and installed; and other potentially hazardous activities.

The Deputy Program Manager will be in proximity to and observing construction activities in inclement weather conditions; will be handling and inspecting various types of construction materials; and engaged in extensive amount of walking and standing.

This position is expected to work between forty (40) and fifty (50) hours per week inclusive of travel to remote locations in the National Capital Region where Task Orders are being performed.

Infrequent Exposure to noise levels in excess of 85 decibels can be expected at certain work areas. The Deputy Program Manager must use protective ear and eye wear that minimizes exposure to any damage to hearing or sight.

The Deputy Program Manager must wear Personal Protective Equipment on site where required by job site standards (eye and ear protections, hard hats, breathing protection) or deemed necessary.

The Deputy Program Manager's work in the office will include use of computer, cellular phones, copiers and other equipment.

PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

1. To walk over a several acre work site with uneven ground and potential obstacles.

2. To stand for several hours to observe and inspect construction activities.

3. To stand and handle construction materials that are to be x-rayed or otherwise inspected.

4. Will have physical contact with construction materials, airborne substances, and equipment.

5. Will be exposed to inclement weather including wet and cold weather conditions.

POSITION TYPE/EXPECTED HOURS OF WORK

1. This is a Full-Time position that will work hours as scheduled in response to construction project requirements.

2. The position may require availability on nights, weekends and holidays for projects.

TRAVEL

Travel within the National Capital Region and potentially to work sites anywhere in the United States.
