Job Summary :

Oversee the operational and administrative management of the laboratory, ensuring that all activities align with established standards and regulations. Through strategic planning and resource management, this position ensures the laboratory's operations are streamlined and effective, facilitating advancements in research and development while also meeting the needs and expectations of stakeholders.

Job Description

Essential Responsibilities:

Strategic Planning:

1. Aligning laboratory services with the institution's overall goals and patient care objectives, and staying abreast of advancements in laboratory technology and emerging regulatory challenges

Operational Oversight:

1. Ensuring the seamless operation of the laboratory, including managing day-to-day activities and coordinating with other departments. Maintains 24-hour responsibility.

2. Supports hospital mission and values statement, strategic plan and vision, and department service statement/department philosophy.

3. Develops, administers and evaluates department goals and objectives which are consistent with hospital goals and objectives.

4. Develops, administers and evaluates department policies and procedures which are consistent with hospital policies and procedures.

Regulatory Compliance:

1. Ensuring that the laboratory complies with all relevant regulations and standards, including those set by the Centers for Medicare & Medicaid Services (CMS) and other regulatory bodies

Financial Management:

1.Overseeing budget development, resource allocation, and cost-efficiency strategies to ensure the financial health of the laboratory

2. Maintains responsibility and accountability for effective fiscal management of department including:

  • Operating budget
  • Capital expenditure
  • Maximize growth and revenue
  • Vendor contract management
  • Productivity management

Personnel Management:

1. Hiring, training, and supervising laboratory staff, as well as conducting performance evaluations and fostering professional development through:

  • Conducting regular performance evaluations, providing feedback, and implementing performance improvement plans when necessary
  • Ensuring that all staff receive proper training and opportunities for professional development
  • Ensuring that all personnel adhere to regulatory standards and safety protocols
  • Personal compliance and departmental compliance to hospital-wide minimum standards of performance

Quality Assurance:

1. Implementing and maintaining comprehensive quality systems to ensure accurate, reliable, and timely testing services

2. Ensuring that all laboratory activities comply with regulatory standards and accreditation requirements

3. Establishing and overseeing quality control procedures to monitor the performance of laboratory tests and equipment

4. Conducting regular internal audits to assess compliance with quality standards and identify potential issues

5. Providing ongoing training and education to staff on quality assurance practices and protocols

6. Develops formal QA&I plan and monitors trends

7. Assures a safe working environment for self and others through:

  • Compliance with infection control/universal precaution standards
  • Hazardous materials management
  • Disaster/fire safety management
  • Adherence to administration of general safety policy and procedure

8. Communicate effectively and in a timely manner with:

  • Customers
  • Hospital associates
  • Administration
  • Other department managers
  • Medical staff
  • Written/verbal reports
  • Remains visible/accessible to all departmental associates
  • Vendors

9. Supports community focus of hospital through participation in community events and activities.

Education Requirements:

  • Bachelor's degree in clinical laboratory science, Medical Technology
  • Master's degree in healthcare administration, laboratory science, or business management
  • At least 5 years of supervisory experience in a clinical or research laboratory. Familiarity with laboratory regulations and standards, such as those from CLIA (Clinical Laboratory Improvement Amendments) and CAP (College of American Pathologists)
