Proposal Manager

Responsibilities:



  • Lead and manage the development of engineering and construction proposals, ensuring compliance and compelling storytelling.
  • Analyze RFPs/RFQs in detail, ensuring compliance with requirements while recognizing client priorities/intent, underlying needs, and key decision drivers.
  • Collaborate with technical staff, business development, and leadership to craft winning strategies and proposal messaging.
  • Coordinate with teaming partners and subcontractors to ensure seamless integration of proposal content.
  • Edit and refine proposal narratives to enhance clarity, persuasiveness, and brand consistency.
  • Conduct research on company qualifications, client priorities, and competitor positioning to develop strong win themes and differentiators that align with each pursuit.
  • Master page layout and content organization to ensure key messages, takeaways, and differentiators are strategically highlighted for maximum impact and readability.
  • Develop presentations, prepare teams for interviews, and create other marketing materials to support business development efforts.
  • Maintain an organized system for document management, content recovery, and knowledge sharing.
  • Delegate tasks effectively to ensure high-quality, deadline-driven proposal submissions.
  • Stay current on industry trends and best practices in proposal management to continuously improve processes.


Requirements:



  • Minimum 8+ years of experience in proposal management within the AEC industry, preferably in water resources.
  • Proven ability to develop strategic, compelling, and compliant proposals for both public and private agencies.
  • Exceptional writing, editing, and storytelling skills tailored to speak to a wide range of clients and audiences.
  • Strong problem-solving skills with the ability to think critically and piece together complex information.
  • Highly structured and efficient in handling multiple projects and competing demands.
  • Ability to delegate effectively while providing mentorship and maintaining high standards of quality.
  • Expertise in document and content management.
  • Strong verbal and written communication skills with a collaborative approach.
  • Highly motivated with a growth mindset and a passion for continuous improvement.
  • Experience with SF330 format is a plus.
  • Experience working on design-build proposals is a plus.

Compensation Package:



  • Pay Range: $90,000 - $120,000 (DOE)
  • Benefits: McMillen provides a full Benefits Program comprising medical, dental, vision, life, disability, FSA, EAP, 401(k) and match, 9 paid holidays, generous PTO, opportunity for stock ownership, and wellness reimbursement.
