Brown and Caldwell has an exciting opportunity for a mid to senior-level (minimum of 5 years professional experience) Wastewater/ Environmental Permitting Engineer to join our New York City office. In this role, you will work closely with and be mentored by the Permitting Lead and other Program staff to support permitting needs for wastewater and drinking water projects in New York City and surrounding areas. This is an exciting opportunity to work in a growth-oriented professional consulting office. This position is based out of the New York City office with the flexibility to work a hybrid office / work-from-home schedule as project needs allow. Detailed Description: Duties include, but are not limited to:
- Develop and maintain excellent relationships with clients and federal, state, and local regulators and understand requirements and areas of opportunity for our clients within the regulatory framework.
- Work with internal and sub-consultant technical staff to obtain necessary information for permit applications and regulatory compliance documents and to address client and regulator comments.
- Establish and maintain a log of all required permits, assigned responsibilities, and submittal/review schedules and regularly communicate status updates to necessary parties including the Contractor, Client, and internal teams.
- Effectively and efficiently lead meetings with jurisdictional authorities, the client, and internal teams to advance permit-related project work.
- Develop and maintain preliminary and ongoing permit schedules.
- Prepare all necessary documentation and required materials for permit applications and in some situations, have primary application responsibility for submittal.
- Track compliance with permit conditions during the performance of construction work.
- Manage and coordinate the work of sub-consultants.
- Coordinate submission of all required materials to close out permits.
- Support general compliance with all applicable codes and local, state, and national regulations.
- Analyze data and information, and critically evaluate permit issues related to facility and infrastructure alternative analysis, planning, and design.
- Interface with regulatory agencies and divisional personnel as a client advocate during the planning and negotiation of permits, site-specific standards, etc.
- Develop clear, well-written reports, letters, and technical memoranda to document studies and project work.
- Perform data collection and documentation related to field activities such as site investigation and inspections.
- Participate in workgroups and organizations to benefit the company's knowledge of issues and to understand client needs.
- Acquire and maintain appropriate licenses, affiliations, and memberships required for permit submissions.
- Develop proficiency in Client and regulatory agency delivery methods, protocols, and systems.
Required Qualifications:
- B.S. degree in Civil/Environmental Engineering or Environmental Policy.
- Minimum 5 years of professional experience.
- Strong verbal and written communication skills and a highly responsive candidate, capable of working in a diverse team environment and handling multiple tasks with competing priorities.
- Highly organized with the ability to coordinate the work of multiple team members including sub-consultants.
- Ability to translate highly technical work to thoroughly complete required regulatory / permitting applications or submissions.
- Candidate should be a self-starter, results-oriented, and able to work under tight deadlines.
- Candidate must be willing to travel locally up to 10% of the time.
- Highly proficient using Microsoft Office Suite (Word, Excel, Access, Teams, Outlook).
Preferred Qualifications:
- Professional in Engineering (PE) in New York or the ability to obtain NY PE through reciprocity within 6 months of hire.
- Permitting and compliance experience with knowledge and experience complying with municipalities' codes and protocols, and local, state, and national regulations.
Salary Range: Theanticipatedstarting payrange for this position is based on the employee's primary work location and maybemore or lessdependingupon skills, experience,and education.
