About the Job

The Director serves as the primary leader of University Survey and Assessment Services (USAS) at the University of Minnesota. As such, the position provides leadership and oversight of overall service levels, strategic planning, financial and budget strategy, human resource oversight, and information technology and compliance functions within USAS.

USAS is the University's primary survey services unit, with system-wide responsibilities and an overall budget of approximately $1.2M and a total complement of 8 FTE. The Director oversees survey development and coordination both for University clients (such as faculty and researchers), as well as external clients. USAS must generate approximately two-thirds of its revenue annually through internal or external sales, with the remainder coming through University allocation. This requires the USAS Director to possess overall management skill but also business development proficiency (including marketing, outreach, presentation proficiency, and networking), an understanding of project management, and financial analysis expertise for individual project success.

The position has business oversight of the University's preferred survey software (currently Qualtrics) as well as the University's Survey Advisory Team on behalf of the Provost's Office. USAS also operates the Minnesota Statewide Testing Program (MSTP), a service to the State of Minnesota that administers tests to public and private K-12 schools, charter schools, and home schools.

Essential duties and responsibilities with % time:

30% - OMS leadership and participation in Institutional Analysis leadership activities.

  • Provide ultimate direction to OMS strategies and multi-year plans.
  • Responsible for implementation of all OMS budget and human resource decisions.
  • Fully participate as part of the Institutional Analysis leadership team.
  • Participate in and occasionally lead Institutional Analysis and all-University priorities, strategies, and projects at the direction of University leadership.
  • Effectively promote and sustain employee engagement.

40% - OMS management - All Directors within Institutional Analysis are "working managers". As such, the Director is expected to:

  • Lead multi-employee teams on specific projects.
  • Organize OMS teams to provide exceptional service as efficiently as possible.
  • Monitor and resolve individual project budgets.
  • Assign OMS employees to specific budgets based on projected and actual effort.
  • Organize OMS to be successful, with a reasonable number of direct reports to the Director and a recognition of spans and layers of responsibility throughout the organization.
  • Work with the Assistant Vice President for Institutional Analysis on management issues as required.

20% - Project Management

  • As a working manager, it is likely that some portion of the Director's time will be devoted to direct project management. These are likely to be the newest or most complex projects encountered by OMS.

10% - University service and other duties as assigned

  • As a University leader, the Director will be expected to participate in appropriate all-University governance, service activities, and other opportunities as assigned.

Qualifications

Required Qualifications (Please document on resume):

  • BA/BS with at least 10 years of work experience in the areas of survey design and coordination, survey software use, large scale testing/exams and scoring services, or similar activities. An advanced degree may substitute for some of the years of experience.
  • Ability to work in large, complex organizations.
  • Ability to successfully manage personnel and complex budgets.

Preferred Qualifications (Please document on resume):

  • Post-baccalaureate education in relevant field(s).
  • Ability to work successfully with a wide variety of constituents and customers within and external to the University, including faculty, staff directors, higher education leadership, and leadership positions external to the University.
  • Understanding of the internal and external sales environment of the University, or proven ability to learn fund accounting principles employed at the University.
  • Ability to work within firm deadlines.
  • Ability to think critically and adapt to a changing work environment.
  • Excellent written and verbal communication skills.
  • Exceptional organizational skills and ability to multitask.
  • Ability to take initiative and work independently, with good judgment about seeking direction.
About the Department

University Survey and Assessment Services (USAS) is a unit within Institutional Analysis at the University of Minnesota. Institutional Analysis includes several units, including University Data Governance, University Data and Institutional Reporting, Enterprise Constituent Relationship Management, and the MyU Portal. Institutional Analysis reports through the Associate Vice President of Finance and Assistant Chief Financial Officer. However, USAS has system-wide and state-wide responsibilities and works with a wide variety of units and organizations across the University system and across Minnesota and the region.

Pay and Benefits

Pay Range: $120,000.00 - $130,000.00; depending on education/qualifications/experience

Time Appointment: 75%-100% Appointment
