Deputy SUBSAFE/ DSS Program Director (DSSPD)

Join our team as a key contributor to the Submarine Safety (SUBSAFE) and Deep Submergence System (DSS) programs! In this role, you'll collaborate with the SSPD to ensure production efforts meet critical customer directives and specifications. You'll interpret and advise on SUBSAFE/DSS requirements, standards, and directives, making a direct impact on our mission. SCOPE

* Implementing an effective SUBSAFE/DSS program, which follows the guidelines of the source documents, and program associated documentation and requirements. Reviewing program document changes, assessing impact on the operations and procedures, and proposing changes to QA Manual and procedures.
* Performing the duties and responsibilities set forth in the OIIMSD SS/DSS-SOC Program Manual and PI-039. Reviewing and resolving all SUBSAFE issues, advising production and QA personnel on SUBSAFE/DSS matters.
* Monitoring the Audit, Surveillance and Evaluation (AS&E) and Corrective Action Report (CAR) Programs and rectifying any issues regarding the SUBSAFE/DSS program (e.g., improper material storage, inadequate training, procedure/boundary violations, etc.). Reviewing and concurring with responses to SUBSAFE/DSS related audit/surveillance reports and CARs and forwarding them to the QA Manager or his/her designated representive. This will include conducting shipboard surveillances and shop surveillances as required by the SSPD.
* Monitoring the training program that achieves all the training and qualification requirements for personnel involved in the SUBSAFE/DSS program. Ensuring training and examination/qualification records are maintained, and personnel training and program assessments/audits are conducted.
* Ensuring a program is implemented, which ensures Controlled Material spaces, accountability records, and documentation in support of material certification (e.g., SUBSAFE, Level I, Scope of Certification (SOC), etc.) are properly maintained.
* Advising the SSPD on SUBSAFE/DSS matters concerning Task Group Instructions (TGI) and Controlled Work Packages (CWP)- Re-Entry Controls (REC) for details of each activity's responsibilities prior to, during and upon completion of task (e.g., SUBSAFE/Level I boundaries and recertification responsibilities, etc.).
* Advising the SSPD on SUBSAFE/DSS matters concerning Memorandum of Agreement (MOA), Certificate of Compliance (COC), etc.
* Implementing SUBSAFE/DSS Program directives and changes promptly and monitoring for proper execution.
* Reviewing the SUBSAFE/DSS program for maintenance of submarine material certification to ensure performance of and compliance with required maintenance (e.g., Unrestricted Maintenance Requirement Card (URO MRC), etc.) to sustain material condition to support unrestricted operations.
* Serving as company representative for meetings with NSWCPD, Naval Sea Systems Command (NAVSEA), Type Commanders (TYCOM), Squadrons, other divisions/companies and activities to discuss SUBSAFE/DSS functions, procedures, changes or requirements when required by the SSPD.
* Ensuring internal reviews of the SUBSAFE/DSS Program (e.g., surveillance, audit, evaluation, trend analysis, assessment, etc.) are conducted and discrepancies corrected.
* Advising Program and Production Managers on all matters related to the SUBSAFE/DSS program. Ensuring manager's budget effectively for SUBSAFE training and other SUBSAFE related overhead.
* Formulating through original independent thinking, methods and processes, which will increase safety, quality or production, or decrease costs. Working closely with the Operations Manager to maintain a positive profit center in support of departments and divisions. Reporting activities and monitoring operation to plan and profitability guidelines.

MINIMUM QUALIFICATIONS

B.S. in an Engineering discipline preferred; or five years' experience in SS/DSS-SOC programs in lieu of an Engineering Degree. This experience should include the following:

* Three years' experience that has provided a practical knowledge of quality programs and quality inspection and quality control involving SUBSAFE or DSS Programs.
* Three years' experience in performing quality reviews of SUBSAFE or DSS work.
* Two years' experience in auditing SUBSAFE or DSS programs.

In depth working knowledge of the Submarine Safety (SUBSAFE)/DSS Program as defined by NAVSEA 0924-062-0010, Submarine Safety (SUBSAFE) Requirements Manual, SS800-AG-MAN-010/P-9290 System Certification Procedures and Criteria Manual for Deep Submergence Systems for and associated documents. Working knowledge of Naval Sea Systems Command, Naval Surface Warfare Center, Naval Shipyards and Supervisor of Shipbuilding and Conversion and Repair and Type Commander Organizations.

* Must have a Secret Security Clearance issued by the U.S. Department of Defense.
